Cathy A. Claud - Cathy A. Claud is a career healthcare professional in the field of substance abuse treatment for over 37 years. Cathy has extensive experience procuring and monitoring community based substance abuse treatment services. During her employment with the State of Florida, she participated on the statewide workgroup which drafted Florida’s regulatory standards for substance abuse and mental health services. Cathy is an expert on the licensing and regulatory requirements having supervised the operation of 600+ treatment facilities with an excess of over 4000 residential detoxification and residential treatment beds.
Upon leaving the State of Florida, Cathy developed a very successful consulting company, engaging over 50 substance abuse agencies and providing assistance to become fully licensed and accredited to provide substance abuse services in the State of Florida.
Cathy most recently implemented two comprehensive systems of care in California and Arizona, developing a service continuum from acute care detoxification to outpatient treatment services with an excess of 400 beds and 380 employees.
Cathy has her Master’s degree in Non-Profit Management from the University of Central Florida and is a Certified Addiction Professional and Certified Prevention Professional in Florida. Cathy’s dedication, experience, and passion the work form the basis of her personal standards of excellence in serving the recovery community.

David A. Claud - David has over 40 years’ experience in the behavioral healthcare field working as a therapist, Program Director and Chief Operating Officer in a variety of treatment settings specializing in recovery from addictions and co-occurring disorders. David has a Master’s in Counseling Psychology from Nova University. He is a Licensed Mental Health Counselor, is a Board Certified Addictions Professional in Florida and an internationally certified alcohol and drug abuse counselor. In 2000 he became a member of an international group of clinical researchers, therapists and educators at the Heart and Soul of Change Project where he is currently a Project Director. The Heart and Soul Project is worldwide and dedicated to translating research into practice in order to improve the quality and effectiveness of psychotherapy and psychological treatments.
David has over 20 years of experience as a teacher, trainer and consultant having served as adjunct faculty at Palm Beach Community College and doing professional presentations at local, national and international conferences on addiction treatment and psychotherapy. He has provided consultation to both for profit and non-profit social service agencies on various topics ranging from diagnosis, assessment and treatment to licensure, accreditation and use of evidence based practices.

Justin M. Claud, Esq. - Justin M. Claud is the Founder and President of The Claud Law Group, located in Palm Beach County, Florida. Justin specializes in behavioral healthcare regulation and compliance. He has worked extensively in matters involving state and federal regulation of mental health and substance abuse facilities, including, but not limited to, consulting start-up and established businesses, handling licensure and accreditation applications, drafting policy and procedure manuals, representing clients at audits, and counseling clients with regards to regulatory compliance matters. Prior to opening The Law Office of Justin M. Claud, P.A., Justin gained valuable experience aggressively advocating for clients in a wide array of civil litigation, corporate, real estate and zoning matters.
